Dependency review: safe to merge

  • Scope: Only src/go.mod and src/go.sum change: viper 1.21.0, pflag 1.0.10, plus indirect cast, afero, locafero, testify and go.yaml.in/yaml/v3, all from the expected upstream projects.
  • Breaking changes: None that affect us. viper 1.21.0 removes no APIs; it moves to a maintained YAML library and respects SetConfigType, which helps readInputConfig in src/cmd/input.go. pflag 1.0.8's ParseErrorsWhitelist rename was undone in 1.0.9. cast 1.10.0 returns an empty map instead of nil on failed conversions, and we don't read maps through viper.
  • Behavior check: I built binaries from main and from this PR and compared create deploy --dry-run output. Flag/env/file precedence, a .txt input file, stdin input, --help and unknown-flag errors all matched exactly.
  • Verification: The Tests workflow didn't run because its path filter doesn't match src/go.mod. Locally, go mod verify, build, vet, gofumpt, golangci-lint and go test -race ./common/... all pass. The cmd/e2e tests fail only with 401s from the live API (no token).
